計程車本質上屬於副大眾運輸系統(paratransit),為一種介乎私人與大眾運輸間之輔助性運輸工具,具有公共服務的特質,同時兼具私人運具高自主性及服務到家(door-to-door)之優點,然而傳統單一乘客之計程車載送方式,營運成本無法下降,且難以快速疏運大眾運輸場站等候接駁車輛之乘客,故適時調整計程車營運模式,利用計程車共乘之經營方式,能夠顯著地帶來降低道路擁擠、降低燃料消耗併減少空氣污染排放、減少停車需求、降低通勤成本等效益。實施計程車共乘所涉層面較廣,需考量共乘營運模式、費率制定、參與服務對象、車輛配備、安全性(駕駛與乘客面)、市場需求與接受度、法規修訂、政策推廣等因素。考量計程車共乘營運模式多元化,綜合計程車共乘之停靠站設置、路線規劃彈性以及相關配套措施,初期以推動計程車走廊路線共乘為主,並由臺北市政府先行推動計程車共乘示範計畫。本研究計畫於臺北市政府規劃之試辦區域遴選車隊進行共乘試辦計畫,試辦期間12個月,藉由試辦計畫,評估共乘制度實施方式、了解民眾對共乘之意向,並具體建議未來推動步驟(包括所需人力、物力與財力)與制度內涵,做為其他縣市未來推動實施之參考。
Taxicabs, belonging to one type of paratransit, are a kind of adjutant transportation between private and public. They are a specialty public service, and also have the advantages of highly independent private transportation and provide good service (door-to-door) at the same time. However, the traditional method for single taxi passengers is unable to reduce the operating cost, and it is difficult to dredge those passengers who wait for vehicles in the transportation terminal. So, adjusting the operation method of taxis in good time, and utilizing Taxipooling obviously has the benefit of avoiding crowded roads, reducing fuel consumption and air pollution, and reducing the demand of parking and the commuting costs. Because actualizing the taxipooling project is widely involved, we need to consider operation methods, rates, participants in service, vehicle allocation, security (both driver and passengers), market demand and acceptance degree, regulation revision, and policy marketing, etc. To consider the diversifications of operating Taxipooling, which include the setting up of the taxipooling stand, the route plan, and some relevant supplementary measures, we promote the route of taxipooling in its initial stage, and the local Taipei government will participate in this demonstration project. This 12-month experimental plan of Taxipooling was cooperated with by the Taipei City government. It evaluates the implementation methods and gets the public’s acceptance of taxipooling. The suggestions of this project will provide local governments to implement taxipooling projects in the future.
