本研究探討國內外營業大客車之管制項目與內容,以檢討國內營業大客車市場之營業秩序,並分析影響營業大客車營業秩序之各項因素,提出適當的改善建議,以利建立安全、有序之運輸服務市場。影響營業大客車營運秩序的內在因素主要為遊覽車客運業存在靠行營運的經營方式。本研究以系統分析方法檢討其因果關係,並提出五項改善對策供公路主管機關釐訂相關政策之參據,以改善靠行營運的缺失,包括:依營業額多寡核發牌照、定期換發執業登記證、改進派車單的使用方式、裝設數位式行車紀錄器與全球定位系統、實施公司評鑑制度等。影響營業大客車營運秩序的外在因素主要在於各行業的服務範圍不夠明確,且新的運輸需求與服務型態不斷衍生,亟需重新檢討劃分。本研究採取演繹法與歸納法2種方式,透過所研擬之屬性分類計算流程與分析,得到較符合實際需求之營運類別劃分,分別為:(1)公路汽車客運業(甲種與乙種汽車客運業);(2)計程汽車客運業;(3)交通車客運業;(4)遊覽車客運業。此外,本研究考量政策執行的難易度及法規增修條文之多寡,提出短期及長期之營運類別分類方式及配套措施,以供政府未來制訂政策與增修法規時之參考。
Based on the goals of passenger safety and efficient government management, this study reviews the market status and relative regulations of the commercial bus industry of several countries, analyzes the factors that affect market order, and proposes programs to improve market order. The internal factor that affects the market order of the commercial bus industry is due to the franchise mechanism of tourist coaches. This study applies the system analysis method to analyze the causal relationship within the market, and proposes five programs to the government as references to deal with franchise mechanism status defects, including (a) Issuing tourist coach licenses according to the turnover of the applicant; (b) Issuing certification to qualified drivers regularly; (c) Improving the use of journey forms; (d) Asking every tourist coach to install digital tachographs and use Global Positioning System; (e) Surveying and Ranking the service quality and operation performance of tourist coach companies regularly. The external factor that affects the market order of the commercial bus industry is due to improper business classification. The laws and regulations should be revised in order to fit the socio-economic development and new service requirements. This study applies deduction and induction methods to obtain an appropriate market sector classification according to the service attributes. The market sector classification of the commercial bus industry is suggested to be: (a) regular passenger carrier (category A and B); (b) taxi carrier; (c) special regular (specific commuter) passenger carrier; (d) tourist coaches carrier. Additionally, the long-term and short-term law/regulation revision programs are proposed in this study to the government for reference.
